(1) If the management committee constituted under sub-rule (2) of rule 8 fails to fulfill its responsibilities or fails to act in accordance with the Act, these regulations or the instructions of the council, the council may appoint such management committee as regional education of the area where the higher secondary school is situated. It can be dissolved in consultation with the Director and the District Education Officer. However, such management committee shall not be dissolved without giving an opportunity to submit an explanation.

(2) Before dissolving the management committee, if the council deems it necessary, it may make necessary inquiries in this regard.

(3) By-laws If the management committee is dissolved as per (1) or if the management committee is not maintained for any other reason, the council may form a temporary management committee until further arrangements are made.
